Uber Incarnation of Dread not moving after each phase

In the Uber Dread fight, after he does his first phase and spawns Fear and Neglect, every other phase he just stops moving and doing anything for like good 10-20 seconds and only then he starts to spawn Fear and Neglect and actually do the mechanics. It's pretty damn annoying because the completely unnecessary waiting which feels like a bug or something of the boss just standing still is taking forever to do the fight.
