King of the Mists Boss not transitioning to Phase 2

Bug reference number: 3.128.897.365

After entering the portal within the wisp labyrinth phase the encounter stopped to progress to the second phase. Boss stands in place doing nothing and nothing happens at all -- rendering the encounter incompletable.

Quick update: exiting to character selection and reentering the arena doesn't change anything. Encounter is stuck.
