Getting error message: failed to connect to instance

Hi,
I can login to POE to Sarn Encampment or Karui Shores but whenever I try to enter other location I'm getting error message: failed to connect to instance.

I already re-installed client and GPU drivers, launch PatchCheck and run POE as an administrator. Nothing helped. Any other suggestions?
