Path of Exile makes rest of PC run at 1fps when in focus.

PC Specs:

7800x3d
RTX 4070 Ti Super
64GB RAM
Game on NVME SSD

Without fail every time I have a game up on my second monitor is drops down to 1fps when PoE is in focus, I've even had runescape of all things straight up CRASH when PoE is in focus. This effects EVERYTHING, youtube, WALLPAPER ENGINE, any other game on my second monitor.

This does not happen if I am running any two other games at the same time, hell if I have the second game in focus PoE still runs fine, its just whenever PoE is in focus the rest of my PC dies.

CPU/RAM in resource monitor NEVER goes above 20%/40%

Things I've done:

Switched to Vulkan
Capped FPS to 60 instead of 360
Disabled Sound in CFG
Low Settings, 640p
Gsync on/off
VRR on/off
Changed Refresh rate of monitors
Disabled/Enabled Dynamic Resolution
Win 11 Game Mode off
Fullscreen/Windowed

Does not matter what I do, whenever PoE and ONLY PoE is in focus the rest of my computer gets heavily throttled.

Check if it helps:
While poe client window is active press win + tab 2 times to open and close task view interface.
Or press win + ctrl + shit + B once.

The issue is DWM related, it exist for last 2+ years, there is no firm solution.
