Bugg with Skill

Hi!
I can't use the skill Time of Need, even though I'm wearing Vertex Tribal Mask
And it has the affix - no attribute requirements for skill gems

I also can’t equip any skill that doesn’t match the attributes, as if I wasn’t wearing a helmet with the required affix.
