Amsterdam EU server not in gateway list on Xbox?

For some reason the Amsterdam EU server is not available on Xbox? Is this the same on PS? I can't find any way to add this server to this list. From what I can tell this list is maintained by GGG themselves. Why would they deny access to these servers for people close or in this region?
